The Lords Report stage was longer than I had expected, taking three days and keeping their Lordships up almost to the witching hour on the final day. The Lords will have their Third Reading debate on the 18th November, with yet more government amendments, no doubt, before the Bill goes back to the Commons. It is beginning to look slightly doubtful as to whether the Bill will receive Royal Assent in time to become the Planning Act 2008. I may well return to some of these later. In the meantime, I propose to continue working my way through the slightly revised provisions.
