Purpose

This Knowledge Builder outlines the British experience of development planning and the relationship between the development plan and other types of plan, and provides a commentary on some of the current issues surrounding the appropriate form and function of development plans.

Benefits

Development plans are the cornerstone of the British planning system. Nearly a fifth of planners are employed in preparing them – only development control occupies a higher proportion of the RTPI membership. The development control function and most development control decisions derive their justification from the existence of the development plan.
