Purpose

This knowledge builder describes the emergence of LSPs, as well as their structure, funding and decision making processes. It also describes their alignment with other policies and delivery mechanisms. It then looks at recent developments regarding LSPs, including the changes to the statement of community involvement as set out in the Local Government and Public Involvement in Health Act 2007, the Comprehensive Spending Review 2007 and the Review of Sub National Economic Development and Regeneration, as well as the new LAAs. Finally it will examine the relevance of LSPs to planning and planning practitioners.

Local strategic partnerships (LSPs) bring together the local level representatives from all aspects of the public sector as well as the private sector and the voluntary sector, thus creating a partnership that will represent the community and all actors within it. ‘Planning shapes the places where people live and work. So it is only right that people should be enabled and empowered to take an active part in that process’ (RTPI, 2006). Effective community involvement is therefore essential to good planning. Within this context, the fact that the LSPs act as the ‘partnership of partnerships’ means that they are increasingly tasked with producing a statement of community involvement that covers both the sustainable community strategy and the LDF and play a crucial role in the development and delivery of LAAs. This Knowledge Builder will explore the various structures, relationships, activities and responsibilities of LSPs, and how they relate to planning.
